The support to the SANBS to enhance and continue safe blood practices in SA under PEPFAR will focus on two objectives, which aim to develop a sustainable system to ensure an adequate supply of safe blood for patients in SA.

The program aims primarily to strengthen SANBS infrastructure in order to prevent new HIV infections through transmission and to build the capacity of the organization to deliver a better quality service to the patients.

The two objectives of the program are:

1. Quality assurance for blood safety, through strengthening the existing SANBS External Quality Assurance System (EQAS) proficiency scheme by implementing and maintaining an accredited electronic quality proficiency testing system to service all blood banks, the NHLS, and private pathology laboratories in SA.

2. Strengthen health systems in SA to reduce maternal mortality related to obstetric hemorrhage and shortage of blood.

PEPFAR funds will be utilized to host eight maternal mortality meetings, hosted by SANBS and PDOHs. A refresher course on the management of obstetric hemorrhage will also be provided. SANBS with the Western Province Blood Transfusion Services (WPBTS) will be producing a professional video on the appropriate use of blood, and the clinical management of the transfusion of blood and blood products.

Since COP2014, PEPFAR no longer produces narratives for every mechanism it funds. However, PEPFAR has now included performance targets or indicator information for each mechanism based on the Monitoring, Evaluation, and Reporting (MER) system.
